Mounir Ayntrazi 
Head of Service - Policy

Mounir is Head of Service for IPA’s policy practice.  He has over eighteen years of international energy and water sector experience, working in Washington DC, Boston and the Middle East as an Energy Policy and Strategy Advisor specialising in project finance transactions and Management Consulting.  Mounir has advised Ministries of Energy, Power & Water utilities, financial institutions and the private sector in the US, Europe and Middle East on solving large complex problems in the Energy & Water sector by developing and implementing policies and strategies from performance improvement and transformational projects to large complex project finance and public private participation transactions.  Mounir holds a BSc and Msc in Civil and Environmental Engineering and an MSc in Finance from George Washington University, and completed an Executive Program in International Business Management at Georgetown University in Washington D.C (US).

Haley Hutson
Head of Service - Regulation

Haley heads IPA’s regulatory practice.  Haley has worked as an energy economist for over 20 years. She has significant experience in both the electricity sector and gas sectors and has been a risk manager in the coal, oil and weather markets. Haley's practical experience in the energy sector ranges across working in consultancy, a large private energy company, government and a trade association. She has advised energy regulators and major energy companies across Europe. Haley has advised a wide range of clients from Ofgem and other European regulators to the major European energy companies including E.On, Centrica, Scottish Power, Nuon, Vattenfall and DONG Energy. She has an MSc in Energy Economics from the University of Surrey and a BA(Hons) in Economics from the University of Essex (UK). 

Kim Keats
Head of Service - Transactions

Kim heads IPA's Transactions and Market Advisory service.  He specialises in transaction support as independent market and economic advisor for major power project developers, financiers and fuel suppliers. In total, he has supported the successful completion of 32GW of conventional and renewable power projects and 381MIGD of water desalination projects with a transaction value of USD20 billion over the past 12 years. Worked in most of Europe, parts of Asia, the Middle East and North Africa. Contributor to academic papers, industry periodicals, conferences and workshops.  He holds a Masters in Economics (with distinction) from the University of London (UK).

Simon Monk
Head of Service - Funds

Simon is Head of Service for the funds practice and brings considerable experience having been a principal infrastructure investor and financial advisor in the infrastructure, energy, water and transportation sectors.  With 18 years experience his prior mandates include privatisation work, corporate financing, project financing and mergers and acquisitions in Europe, the Middle East and Asia.  During his career Simon has advised governments, large corporates and private equity funds on corporate and financing transactions with a value in excess of USD 150 billion.  Simon holds a Diploma in Corporate Finance from ICAEW and a BSc in Computer Science from the University of Durham (UK).

Stephen Watson
Head of Service - PPP

Stephen is Head of Service for IPA's private sector participation practice.  He has over 17 years' experience working within the infrastructure sector, advising governments and the private sector on public private partnerships, privatisations and project finance transactions.  Stephen has advised on projects in Europe, Middle East and North America across a number of sectors including energy, transport and social infrastructure.  He has advised on all stages of primary infrastructure procurement as well as the sale, purchase and refinancing of infrastructure assets.  Stephen has been at the forefront of developing innovative and bespoke funding solutions and integrating new market practice and standards on some of the largest and most complex deals in the infrastructure sector.  Stephen is a qualified chartered management accountant with a BA in Accounting and Finance and an MBA from Warwick Business School (UK).
